Can You Apply for Turkish Citizenship Without a Birth Certificate?
For Chinese investors seeking Turkish citizenship through real estate or a bank deposit, a birth certificate is normally an important part of the application file. However, many Chinese applicants born before standardized birth records became common were never issued a conventional birth certificate and may be unable to obtain one from a hospital or local authority today.
Does this mean they cannot apply for Turkish citizenship by investment?
Not necessarily. The absence of a conventional birth certificate does not automatically prevent an applicant from obtaining Turkish citizenship. If the applicant can establish their identity, parents’ names and family relationship through a Hukou Book or another official record, an alternative documentation route may be available.
Why Is a Birth Certificate Required for Turkish Citizenship?
In a Turkish citizenship by investment application, a birth certificate is used to confirm the applicant’s date and place of birth, the names of their parents and their family relationship. The Turkish authorities may also compare this information with the applicant’s passport, marriage certificate, household registration and other supporting documents.
The decisive issue is therefore not merely the name of the document. What matters is whether the applicant’s identity and family information can be established through formal, reliable and sufficiently complete records.
Why Might a Chinese Applicant Be Unable to Obtain a Birth Certificate?

Can a Hukou Book Be Used When There Is No Birth Certificate?
An applicant who cannot obtain a conventional birth certificate may initially submit either of the following for legal review:
A Hukou Book showing the applicant and relevant family information; or
Another official document showing the applicant’s details, the parents’ names and the parents’ Chinese identification numbers.
