Regulations on the Use and Exchange of Foreign Driver’s Licenses in Turkey

1. Usage Period
Foreign nationals can use their foreign driver’s license in Turkey for up to 6 months from the date of entry into Türkiye.
2. Exchange Requirement
After 6 months, the license must be exchanged for its Turkish equivalent to continue driving. Temporary foreign licenses cannot be exchanged.
3. Bilateral Agreements and Convention Status
Countries with agreements/parties to the convention: License exchange without course or exam.
Countries not covered: Must obtain a Turkish license through training and exam after 6 months.
Example: The People’s Republic of China is not covered; a new Turkish license is required.
4. List of Countries with Reciprocal Recognition
Examples: Russia, Iran, Pakistan, Germany, France, USA, Greece, etc.
5. Application Location
District population directorates.
6. Required Documents
Photocopy of ID card or residence permit
Translation of diploma/education certificate
Original and color copy of foreign driver’s license
Notarial Turkish translation of the license
Medical report
License fee and valuable paper fee
1 biometric photograph
