Turkish Citizenship by Investment Step by Step: A 2025 Guide for Investors

The Turkish Citizenship by Investment (CBI) program is one of the most streamlined and investor-friendly options in 2025. This Turkish citizenship by investment step by step guide explains each stage clearly so you know what to expect.

Step 1: Collect Required Documents

Before traveling to Turkey or making any investment, applicants must gather the following notarized and apostilled documents:

  • Birth certificate

  • Marriage certificate (if applicable)

  • Criminal record certificate

  • Passport copy

  • Power of Attorney (PoA) — template provided by your Turkish lawyerAll documents must be legalized at the Turkish Consulate General or legalized with Apostille by the Ministry of Foreign Affairs or authorized departments.


Step 2: Legalize and Translate Documents

Documents must be translated into Turkish by a sworn translator and notarized again locally. Your attorney will assist to ensure compliance with Turkish legal procedures.


Step 3: Obtain Tax ID & Open a Bank Account

The investor must obtain a Turkish tax ID number and open a bank account.


Step 4: Make the Investment

Purchase real estate valued at a minimum of $400,000. The property must be CBI-eligible and registered with a “no sale for 3 years” restriction. Your lawyer will verify compliance before you sign any contracts.


Step 5: Apply for Certificate of Conformity

After the purchase and title deed issuance, your lawyer applies to the Ministry of Environment, Urbanization and Climate Change for a Certificate of Conformity confirming the investment qualifies for citizenship.


Step 6: Apply for Residence Permit

While waiting for citizenship approval, a short-term residence permit is issued. This is routine and usually processed quickly.


Step 7: Apply for Turkish Citizenship

With the Certificate of Conformity and residence permit, your attorney submits the full citizenship application to the relevant authorities. No in-person interview is required.


Step 8: Receive Turkish Passports

In approximately 6–8 months, you and your dependents (spouse and children under 18) receive Turkish passports. The entire process can be handled via Power of Attorney.
